National Connectivity Strategy & National Broadband Plan

Digital connectivity is now a key factor for development and social cohesion, directly affecting the way we work, educate, communicate, and conduct business. Greece, recognizing the importance of modern network infrastructures for the sustainable development of the economy and society, is implementing a comprehensive National Connectivity Strategy, fully aligned with the goals of the European Digital Decade for 2030. The General Secretariat of Telecommunications and Post (GSTP), as the responsible body that drafts, proposes, and monitors the National Connectivity Strategy, shapes the framework within which modern, secure, and resilient telecommunications infrastructures are developed.

The National Connectivity Strategy is based on a structured vision: the transition of Greece to very high capacity networks (VHCN) that will enable the spread of next-generation connections and the utilization of technologies that will enhance productivity, extroversion, and quality of life. In this context, the goal is to provide advanced connectivity services that will equally cover every citizen and every business, regardless of geographic area, with an emphasis on covering rural or less developed areas where the private market is insufficient. The strategy also prioritizes enhancing network resilience, communication security, and transitioning to energy-efficient technologies, while supporting the penetration of innovative solutions such as Artificial Intelligence, the Internet of Things, and Data Centers. With all the above, this strategy supports the development of modern networks, the coverage of all critical sectors with gigabit services, and the creation of a digitally mature and competitive environment for the country. As part of the implementation of the National Connectivity Strategy, the National Broadband Plan 2026–2030 serves as the central roadmap for the development of connectivity infrastructures in the country. The provision of symmetrical speeds, low latency, and the ability to support demanding applications such as telemedicine, teleworking, Industry 4.0, and smart energy grids make it necessary to accelerate investments in next-generation networks.

The National Broadband Plan sets a clear vision for 2030: the creation of a Greece that fully leverages very high capacity networks and 5G as key catalysts for digital transformation, boosting the economy and upgrading the daily lives of citizens. To achieve this vision, the Plan is based on three strategic pillars:

  • Removal of administrative barriers and facilitation of broadband investments
  • Development of infrastructures and improvement of broadband indicators
  • Creation of resilient networks and enhancement of sustainability

The implementation of the Plan is carried out in synergy with the investment plans of providers, European policies (Gigabit Infrastructure Act, Digital Networks Act), and available funding mechanisms (Recovery and Resilience Facility, NSRF, CEF Digital). Its success requires cooperation between the public and private sectors, active participation of local government, and citizen support.

The implementation of this strategy offers significant benefits for the citizen. Access to FTTH and 5G services improves the daily internet experience, allows faster service through digital public services, facilitates remote work and education, and boosts economic activity by increasing productivity and innovation. The development of next-generation networks improves service quality and reduces the digital divide across the country.

Overall, the National Connectivity Strategy and the National Broadband Plan 2026–2030 constitute an integrated and coherent framework of actions that ensures Greece steadily moves towards a future where gigabit connectivity is not a luxury but a fundamental right for all. With strong infrastructures, modern policies, and systematic cooperation between the public and private sectors, Greece is laying the foundations for a digitally mature, competitive, and socially sustainable Greece by 2030.
