Guide to Integrating DLT Technology in Public Administration

The General Secretariat of Telecommunications and Post (GSTP) of the Ministry of Digital Governance publishes the Guide for the integration of Distributed Ledger Technology (DLT) in Public Administration, a policy document that defines the conditions for adoption, architectural directions, regulatory compliance framework, and implementation priorities for the period 2026–2030. Its recommendations are addressed to General Government entities, public law legal entities, and local government bodies that are considering or implementing related projects.
The Guide was developed within the framework of the project "Incorporation of new technologies and trends towards Public Administration's advanced services, increase of efficiency and effectiveness, and decrease of systems operating, upgrade and maintenance costs" (ID 16928), which is funded by the Recovery and Resilience Facility and aims to modernize public administration services through technological advancement, by establishing a framework for the adoption of new technologies. Specifically, it is part of Milestone 124 "Establish a framework to introduce new technologies and tools (Cloud computing, Business Intelligence, Artificial Intelligence – AI, Machine Learning, Distributed Ledger Technology – DLT) in the public administration," and specifically the part concerning distributed ledger technology.
A central position of the document is that DLT does not constitute an independent digital transformation strategy, but a selective trust infrastructure tool. The emphasis shifts from "adopting a technology" to "providing trust services," that is, the institutionalized ability to issue, verify, and revoke digital proofs with cross-border validity. On this basis, the Guide leverages recent European developments — particularly Regulation (EU) 2024/1183 (eIDAS 2.0) and the European Digital Identity Wallet (EUDI Wallet) — and sets clear necessity criteria before any investment, data protection principles, governance models, prioritized use cases, roadmap, and performance indicators.
