The General Secretariat of Telecommunications and Post (GSTP) of the Ministry of Digital Governance announces the conduct of a public consultation on the draft Joint Ministerial Decision titled "Determination of the terms and conditions for the submission of data in electronic form to the Broadband Map and Network Registry (BMNR) of the Ministry of Digital Governance, access to them, and their update procedures."
The "BMNR" is used for:
• Mapping broadband infrastructures and electronic communication networks,
• Mapping service availability,
• Recording existing and developing networks,
• Supporting the design of connectivity projects and state interventions.
It is mainly connected with actions of the Ministry of Digital Governance and the EETT in the field of electronic communications.
The main axes of the draft JMD include:
- Obliged entities: Operators of public communication networks, utility infrastructure entities (energy, water, transport), and the EETT.
- Categories of data: Information on point installations (A1), connections (A2), coverage of wired and wireless networks (A3–A4), in standardized formats (.shp, .csv).
- Submission frequency: Quarterly, with the first submission in July 2026.
- Data access: Tiered access by user category, with open public access to service provision data.
- Infrastructure security: Incorporation of provisions for basic and critical entities according to NIS2 (Law 5160/2024) and CER (Law 5236/2025) directives, as well as mandatory geospatial data checks by the Army Geographic Service (AGS).
The GSTP invites all interested entities to submit their comments and observations.

The results of the consultation will be taken into account for the finalization of the JMD text before its publication in the Government Gazette.
