The Ministry of Digital Governance and the General Secretariat for Telecommunications & Post intend to announce a call for tender through an open, transparent, and competitive procedure, in accordance with the principle of technological neutrality, for the implementation of the project “Construction of a High-Performance Mobile Network in Underserved (White) Areas”, with an estimated total budget of EUR 6,200,000 (including VAT).
The objective of the project is to address gaps in mobile communications coverage along Greece’s northern, eastern, and western borders, thereby contributing to the reduction of social and regional inequalities and the promotion of equal access to a basic means of communication and participation in society. The project aims to enhance social and territorial cohesion, while offering significant improvements in terms of availability, capacity, speeds, and competition in mobile telecommunications services.
Eligible areas are defined as those where no mobile networks, 4G or 5G currently exist, nor are there plans, based on reliable data, for such networks to be developed within the relevant timeframe, as well as other underserved areas.
Following the mapping exercise carried out using an appropriate methodology, 39 proposed stations were identified in the Regions of Eastern Macedonia and Thrace, Northern Aegean, Southern Aegean, and Ionian Islands. The maps and the proposed station locations of the stations are included in the attached file titled WHITE_MOBILE.
Interested parties are invited to submit their comments by 7 May 2026 to the email address ggtt_leykes@mindigital.gr, concerning the mapping and the eligible areas, documented information regarding existing mobile networks or networks planned to be developed, as well as any other relevant information related to the project.
