The Ministry of Digital Governance & Artificial Intelligence, acting through the General Secretariat of Telecommunications and Post and the Hellenic Space Center (HSC), announces a national Request for Proposals (RFP) for the identification and mapping of Greek technological and industrial capabilities related to the upcoming opportunities of national IoD/IoV missions.
The Call invites entities of the Greek space ecosystem to submit proposals for In-Orbit Demonstration (IoD) and In-Orbit Validation (IoV) missions and payloads, aligning their technological ideas with the strategic pillars of the National Space Strategy.
This Call does not constitute a commitment or guarantee for flight opportunities, payload selection, funding, procurement, or launch. Its aim is to identify realistic, effective, and operationally reliable ideas, the relevant mission design, and operational constraints that will lead to a more successful Invitation to Tender (ITT) process in subsequent phases.
This Call is preparatory, exploratory, and non-binding. It does not constitute a competition or procurement, grant, funding commitment, or flight, certification, or completion guarantee, and does not create any claim against the State. The Ministry reserves the right to modify, suspend, extend, or withdraw the Call at any time, without obligation to the applicants.
Submission of proposals
Proposals are submitted in English, as a single, unified PDF file. The main description of the plan should not exceed 1 page, the main body of the proposal should not exceed 15 pages, and the full proposal —including all technical diagrams, heritage reports, and relevant appendices— should not exceed 30 pages. Submission deadline — strict
Proposals are strictly submitted by Tuesday, September 15, 2026, at 23:59 (EEST). Proposals received after the deadline may not be considered in the evaluation. For clarifications, contact rfi@hsc.gov.gr.
